I sold that line for years.
I ran a TikTok Shop agency convinced the whole game was response time. Answer faster. Ship faster. Never be the reason a brand stalls.

So instead of guessing, I went through everything.
Our team chat, our email, our project notes. Well over a few thousand messages, threads and pages.
Then I did the boring bit nobody does. I took 18 random client accounts and asked one question of each:
When sales dropped or plateau’d, what was it actually stuck on?
Here's what came back.
16 of the 18 had stalled at some point.
Of those 16:
13 were stuck with client issues
Waiting on an approval, a budget, stock, or access to their own shop.
2 were external
TikTok itself, erroneous violations
1 might have been us
And even that one's contested

One quick note……
That 81% is the client's share of accounts that actually stalled. It is not "most of our work goes wrong." Most accounts run just fine.
But when one seizes up, the reason is almost always sitting on the client's side of the table.

The Reality
The part agencies never see……..

Here's what I have to be honest about……
An agency only ever sees the delay. We see "still waiting on the client" in our notes. We do not see what that delay is fighting against on the other end.
The client isn't sitting on their hands. They're running an entire business:
A supplier who missed a shipment
A refund fire
Payroll that has to run
Returns spike.
Three other partners all wanting something signed off today.
Approval requests is just one of forty tabs open on a day that is already burning.
….. you get the picture….
It's easy to call something a bottleneck when you're watching it from the outside.
It's a lot harder when you're the one in the weeds, choosing between approving our product list and putting out the thing that is genuinely on fire this hour.
So when I say 81% of stalls are client-side, I am not saying 81% of clients are lazy or difficult. I'm saying the lever that got stuck happened to sit on their side of the table. Usually because they were buried, not because they didn't care.
That's the whole point of what comes next.
